Minutes of the MidTESOL Annual General Meeting
October 16, 1999
1. Call to Order. President Phyllis Mithen called the meeting to order
at 11
a.m. Forty-four members were present. Copies of the treasurer's
report and
minutes of the 1998 annual meeting were distributed.
2. Approval of Minutes. The minutes were approved as presented.
3. Treasurer's Report. Susan Schindler reported that we were $1400
ahead of
last year. Her email address was written on the board:
susan26799@aol.com.
4. Membership Report. Ella Davani was not present, because her husband
transferred to Maryland. President Mithen reported that the
pre-conference
membership was 272, distributed as follows: Iowa 62, Kansas 15,
Missouri 164,
Nebraska 76, 10 lifetime, and 13 from other states.
5. Publications Editors' Report. Tom Riedmiller reported that we need
a new
newsletter editor. He also invited submissions to the newsletter.
Riedmiller
will be assisting with the newsletter until January. Cala Shields
pointed out
that the mailing of the newsletter is carried out separately.
Riedmiller
reported that the www.midtesol.org, created and maintained by William
Eubank,
has 70 visitors a day. Riedmiller invited submissions for the website.
Shields reported that 35 people had applied from registration forms
available
at the website. Riedmiller reported that applications for conferences,
travel
grants, and in the future, an employment site will be available as
well.
6. Election Report. Cala Shields reported that there was a 20% return
rate on
the ballots, when there is usually a 10% return. She had moved the
date of
mailing back in order to avoid sending out at the end of August, when
everyone
is busy. She recommended that the ballots be mailed out after the end
of
August, but one month before the fall meeting, as required in the
Constitution.
Some neglected to put stamps on the envelopes. Tom Riedmiller was
elected
First Vice President, JoAnne Zoller Wagner was elected secretary, Rosa
Fagundes
was elected as Member at Large from Missouri, and Yolanda Chavez Nuncio
was
elected Member at Large from Nebraska. President Mithen reported that
we need
a new publishers' liaison, as well as a new Membership Secretary and
Rules and
Resolutions person. A member asked who would take care of election
next year.
Shields explained that the past president, Mithen, would. Mithen
encouraged
members to send nominations to the president via
President@MidTESOL.org.
Mithen reported that she was looking for a male in adult ed from
Nebraska, but
not for herself personally.
7. Conference Report. Jeanne Angel reported that there were 207 people
at the
conference. She encouraged people to stay for the afternoon and to
fill out
evaluations, especially to vote for "Best of MIDTESOL." She reported
that the
Conference Center had been very supportive. The evaluation box would
be at the
registration table, and then at the TESOL 2001 table.
8. Awards Committee Report. Cheryl Eason reported that MIDTESOL
awarded four
travel awards this year. Next year the travel awards will be increased
by $50, so they will be worth $150 each. In the next newsletter, a new
award
to support attendance at a TESOL Summer Academy, worth $650, would be
announced. Four people helped Eason with the awards. There are two
pat on
the back awards as well.
9. Historian's report. Leslie Wolk reported that there were some
photos in the
publications exhibit area which needed identification.
10. Resources and Employment report. Monica Mingucci was not present.
Mithen
reported that Tom Riedmiller was donating his job website to the
MIDTESOL
website.
11. State Reports. Mithen reported that the purpose of the members at
large
positions was to work in state to support MIDTESOL at school
conferences in the
state. Rosa Fagundes (MO) reported that a home language survey in
Missouri
revealed 7,600 LEPs in the public schools, representing 80+ languages.
The
spring meeting of MOTESOL will be in Cape Girardeau in April. The date
will be
reported on the MIDTESOL website. The Missouri Southern State College
now has
an ESL endorsement program which can be completed in one year.
Howland (IA) reported that the English as the Official Language bill
was
defeated, but she expected it to reappear. The state has established a
Welcome
Center for paperwork process in Des Moines, but it was not in operation
yet.
The Iowa Language and Cultural Concerns Conference will be held in Des
Moines
at the Holiday Inn at the Airport February 2-3. The theme, "Traditions
and
Visions," was submitted by JoAnne Zoller Wagner. Carmen Sosa is the
state
representative for ESL and is helping districts meet state
requirements.
Christopher Renner (KS) reported for Anh Tran, in absentia. The
bilingual
conference will be held June 12-14, with a $65 registration fee.
KATESOL will
be held in Liberal, Kansas, near the Oklahoma and Colorado borders in
southwest
Kansas.
12. Sociopolitical Concerns Report. Chris Renner reported that
Congress is
dragging its heels on education, and that we need to write Washington
DC and
ask for more money for education. The Title programs are all being
prepared
for re-writing the programs. Two bills regarding bilingual education
were in
the House. One bill died, and the other is still active. The English
Only
people are trying to get footage, and they are heavily funded. Renner
recommended writing letters by hand, rather than word-processing or
emailing.
13. Publishers' Liaison Report. Kim Kreicker was not present. Chris
Renner
reported that there were 10 publishers and 3 reps. We should express
our
appreciation to the three reps. Ron Long asked if Title VII was being
rewritten. Renner said that they were all being rewritten. There is a
new
push for block grants, which would send money to states to execute
programs.
This would put states with lower population at a disadvantage. Kansas
has
three Title VII grants.
Ron Long reported that Joel Judd from Missouri has moved. The State
Department
has outsourced his work. Long has an ESL Advisory service, available
at
1-877-HELP-ELP. He is also on the web.
14. Rule and Resolutions Report. Sharon Watts was not present. We
need a new
R&R person.
15. TESOL in Vancouver. MIDTESOL supports the following persons
traveling to
the TESOL Convention: the president, the publishers' liaison, the
webmaster,
the newsletter editor, and the sociopolitical concerns person, since
each of
these persons represents MIDTESOL at meetings at the convention.
MIDTESOL will
host a reception Wednesday at the Jolly Taxpayer Pub, two short blocks
from the
Convention Center. MIDTESOL will pay for one drink and hors d'oeuvres.
16. May 2000, MIDTESOL with NAME in Omaha, NE report. Tom Riedmiller
reported
that this conference would substitute for our usual fall conference in
2000,
due to TESOL 2001 in St. Louis in February. The deadline for proposals
has
been extended to December 1st. They are looking for practical
presentations
for public school teachers. They will also be looking for more members
from
Nebraska.
17. TESOL 2001 in Saint Louis. Wes Eby, Conference Co-Chair reported
that
TESOL 2001 spells VOLUNTEERS. It is an honor for MIDTESOL to have both
Adelaide Parsons as Conference Chair and Barbara Schwarte as President.
Both
are from MIDTESOL. The theme is TESOL 2001: Gateway to the Future.
The
facilities are marvelous, more spacious than New York, and all under
one roof.
Rosa Schuette and Susan Schindler, local chairs of TESOL 2001, itemized
the
teams which needed volunteers: ALL TESOL events, speakers check-in,
hospitality, on-site session facilitators, generic volunteers,
convention
information, signs, and international hospitality. Sign up sheets will
be on
the MIDTESOL web as well. They also need proposal readers.
In--progress
readers read at the end of August. Also poster sessions readers are
needed.
The dates of TESOL 2001 are February 28-March 3.
18. The Passing of the Gavel. President Mithen passed the gavel to
Jeanne
Angel. Angel gave a gift to President Mithen. It was a MIDTESOL
paperweight
made by Adelaide Parsons' husband. Angel adjourned the meeting.
